Dr. Joseph F. O’Neill has extensive experience in palliative medicine, HIV/AIDS and global health.

Dr. O’Neill completed his internship, residency and chief residency at the University of Washington School of Medicine in Seattle, Washington, from 1985 to 1989. He completed a fellowship in Hospice and Palliative Medicine at Johns Hopkins University School of Medicine from 2014 to 2015.

He is the former director of the White House Office of National AIDS Policy which was responsible for the creation and launch of the Presidents Emergency Program for AIDS Relief (PEPFAR).

He is a happily married gay man.
